Sorry for the late post, folks! A bit under the weather the last few days, so it kinda put a fork in the road at least. Better late than never!
The group 'P.U.B.L.I.C.' was a group committee who may make further appearances in KUWT as time lets on. Spearheaded by like-minded higher-ups and certainly someone of Beauregard Finnigan's place in the community of humans and animalkind alike, it's purpose is simply bring forward the community's top intellectuals and private consultants (think of a group of Sherlock Holmes characters together under one roof, working together) to crack down on difficult cases. They haven't been together for too long, but four cases - murder, and espionage - have been successfully brought down and concluded successfully. Cases outside outside of general jurisdiction and petty theft are set aside, and outside of ongoing present mysteries Finnigan has stressed the matter of tackling older unresolved work as well.
It's compromised of at least a very small police force, male and female detectives alike, along with one of them who also works as a journalist for the gazette. As far as the group of detectives working for them, there's plenty of them - each of them carrying a card noting their pledge. While they aren't necessarily paid handsomely for their work, this is still because the group is very much starting out.
Finnigan reads his letter in the securely fastened lock of his office in private, where we see now hs'e working with one of his employees...
